I have been looking at these AT&T commercials about speaking on the phone and surfing the internet at the same time. I tested and it works pretty darn well. My question is, does this also work on T-Mobile?

Yes, this is a feature of all GSM networks (as far as I know). CDMA Networks (Verizon and Sprint) are NOT able to do this due to the limitations of CDMA itself, not that they won't allow it, they can't.
